Rio Grande do Sul was selected for the study due to a combination of strategic factors: its potential for renewable energy generation, its logistics infrastructure , such as the Port of Rio Grande , and the political support of the state government, led by Governor Eduardo Leite . During a trade mission to Japan, Leite detailed the state's competitive advantages, including its vocation for innovative and sustainable projects.
The production of low-emission hydrogen in the state represents an opportunity for economic growth in line with global decarbonization trends. The plan includes both domestic consumption and export of the input, positioning Rio Grande do Sul as a strategic hub in the new green economy.
