MME publishes regulatory agenda with guidelines for the Brazilian energy sector



The Ministry of Mines and Energy (MME) has released its 2025-2027 Regulatory Agenda , setting priorities for the energy sector in the coming years. The document, published in the Official Gazette of the Union through MME Ordinance No. 829, focuses on energy security, the transition to renewable sources and decarbonization . With guidelines that seek to modernize the regulation of the sector, the initiative aims to provide predictability for investors and strengthen the national energy matrix.



Regulatory priorities for a more sustainable energy sector


The new agenda is aligned with good regulatory practices and the Ministry's governance, through the MME's Regulatory Impact Analysis Program . According to Minister Alexandre Silveira, the proposal seeks to balance energy security, economic development and sustainability. The main guidelines include:



  • Natural Gas : definition of guidelines for import and export, in addition to a contingency plan for supply;


  • Biofuels : regulation of Law No. 14,933/2024, including an increase in ethanol (35%) and biodiesel (25%) blends;


  • Sustainable Aviation : implementation of the National Sustainable Aviation Fuel Program (ProBioQAV), with incentives for the production of SAF (Sustainable Aviation Fuel);


  • Decarbonization : regulation of the National Natural Gas Decarbonization Program and guidelines for carbon capture and storage (CCUS);


  • Electric Energy : review of physical guarantee rules for wind, solar and hydroelectric plants, seeking greater predictability and efficiency;


  • Oil and Gas Exploration : inclusion of new blocks in the ANP Permanent Offer System and measures to reduce emissions in exploration and production.




Governance and impact for the future of energy in Brazil


The coordination of the Permanent Committee for Regulatory Impact Analysis (CPAIR) is essential to monitor and update the established guidelines. The Undersecretary of Governance of the MME, Dênis Soares, emphasizes that clarity of regulatory priorities allows for more efficient planning and an evidence-based regulatory process. With the new agenda, Brazil advances in the search for a more predictable energy sector, aligned with international best practices and prepared for the challenges of the energy transition . The initiative also reinforces the government's commitment to energy security and sustainability, promoting an environment favorable to investment and innovation.
