Law establishing the Low-Carbon Hydrogen Development Program in Brazil is sanctioned

Low Carbon Hydrogen

The President has sanctioned a law that establishes the PHBC (Low-Carbon Hydrogen Development Program) . The program aims to develop and promote the use of low-carbon and renewable hydrogen , and the decarbonization of sectors that are difficult to decarbonize.


Published in the Official Gazette of the Union this Monday (30), the law also provides for the granting of tax credits on the commercialization of hydrogen produced in the country. Producers who contribute to regional development, climate change mitigation and adaptation measures, technological development and dissemination, and the diversification of the Brazilian industrial park may benefit. The amount of these credits will be defined by the Executive Branch.


Furthermore, the text defines criteria for eligibility for calculating tax credits, which will be applied to CSLL (Social Contribution on Net Income).



Low Carbon Hydrogen


Low-carbon hydrogen is called natural/geological hydrogen or hydrogen produced from renewable sources, such as wind, solar, biomass and biofuels; nuclear energy; waste, and others. Hydrogen can be used for various purposes, such as during periods of low capacity for generating electricity through wind and solar energy.


With the consequences of the increase in greenhouse gases in the atmosphere, the issue of low-carbon hydrogen is increasingly gaining prominence around the world as an efficient option for combating climate change.
