The Industry, Commerce and Services Committee of the Chamber of Deputies held a public hearing on Tuesday (3) to discuss opportunities for the use of hydrogen in Brazilian industry. The debate, requested by deputies Heitor Schuch (PSB-RS) and Julio Lopes (PP-RJ) , addressed the potential of hydrogen as a catalyst for the modernization of the economy and the transition to a low-carbon model.
The recent approval of Law 14.948/24 , which established the Low-Carbon Hydrogen Development and Investment Program, was central to the debate. This legal framework seeks to boost the production and use of hydrogen in the country, with a focus on developing a sustainable and competitive economy.
Hydrogen: more than a commodity, a driver of industrial transformation
During the hearing, Congressman Heitor Schuch highlighted the importance of using hydrogen not only as a resource for export, but as a strategic tool to strengthen various sectors of the national industry . "Hydrogen cannot be just another commodity for export. It must also be an alternative for developing the national machinery and equipment industry, the manufacturing industry, the chemical, steel and agricultural fertilizer industries," said the congressman.
This perspective reflects a broader view of the role of hydrogen in the Brazilian economy. In addition to contributing to the global energy transition, it can leverage strategic sectors, generate skilled jobs and foster technological innovation.

Law 14.948/24: basis for sustainable growth
Law 14.948/24 , enacted this year, established a regulatory framework for the development of low-carbon hydrogen in Brazil. In addition to promoting domestic production, the program seeks to attract investment, strengthen the production chain and position the country as a leader in the global sustainable hydrogen market.
With incentives for research and development, the legislation also seeks to foster partnerships between the government, academia and the private sector. The goal is to consolidate Brazil as one of the main innovation hubs in the sector , exploring the potential of hydrogen in sectors that are difficult to decarbonize, such as steel and chemicals.
