The National Agency of Petroleum, Natural Gas and Biofuels (ANP) has released preliminary targets for reducing greenhouse gas emissions for 2025 , reinforcing the role of the fuel sector in mitigating climate change. These targets, applicable to all fuel distributors, were calculated based on the movement of fossil fuels in the period from January to October 2024 and reflect Brazil's commitment to the transition to a more sustainable energy matrix.
Decarbonization Credits: the basis of preliminary targets
The preliminary emissions reduction targets for 2025 are expressed in Decarbonization Credits (CBIOs), a mechanism created to encourage the adoption of more sustainable practices in the sector . The national target for the year was defined by CNPE Resolution No. 14/2024, stipulating 40.39 million CBIOs as the annual objective.
The calculation of the individual preliminary targets for each distributor considered the fossil fuel movement data recorded in the Product Movement Information System (SIMP) and followed the methodology established by ANP Resolution No. 791/2019. This system assesses the market share of each distributor and their proportional responsibility in reducing emissions.

Definitive targets and incentives for the use of biofuels
Although preliminary targets have already been established, the final definition will occur by March 31, 2025. The publication of individual annual targets will take into account the rebates provided for distributors that purchase biofuels through long-term contracts. This policy reinforces the incentive for the use of renewable sources and contributes to the decarbonization of the national energy matrix .
The CBIO program, established under the National Biofuels Policy (RenovaBio) , is a key piece to balance the energy transition with economic growth. It creates a market for carbon credits, allowing fuel distributors to offset their emissions by purchasing certified biofuels.
